Updating iphone delete photos

I followed the steps to remove the i Pod Photo Cache from i Photo (Show Package Contents) but this has not helped.

So I decided to do a clean restore of all my photos. And then I resynced it again with the albums which I wanted. The albums will sync properly at first but I see a "Restoring" at the bottom of my photo album after clean up.

After about 30-60mins the Photo Albums will revert to the old way with doubles and triples of my albums.

For example "Album A will have 200 pictures" and as I scroll further down I see another instance of "Album A" but this time it only has 197 pictures.I thought that this could be the i Pod Photo Cache issue as I use i Photo to sync some albums onto my i Phone and i Pod Touch.i Phone and i Pad users had reported lot of issues with i OS 9.0.2 update, including can’t disable game center notifications, spotlight search not working, Wi Fi problem, no message notification sound, unable send or receive text messages etc.Now some i OS users reported some issues based on new i OS 9.1 update in Apple support communities.They said, “it still not fix some old problems” like wifi connectivity issues, battery drain issues & ringtones not working didn’t solved in i OS 9.1.
